Shifter Cable Issue-2015 Dodge Dart Automatic

Hey guys, so I’m working on a family member’s car and hit a roadblock. They had the trans side shift cable bushing replaced by recall a few years ago. They were having an issue where the car would only start if they wiggled the shifter knob. They took it to the dealer and the dealer said the trans side bushing was fine, but that the shifter cable itself was now stretched. Ordered the cable, and new bushings, I’ve installed everything but now, the shifter only goes to Neutral. I get Park, a large gap to Reverse, then Neutral. The problem is that shifter is at the back of the track where the car should be in Drive, but it’s in Neutral(I attached a video). I don’t know what the problem could be, I’ve adjusted the tension on the cable underneath the shifter but that hasn’t fixed it either. The only way the car goes into Drive is if I manually click it in under the hood. Once I’ve done that, I can come back into the car and shift through all gears from Drive back to Park, but can’t shift normally when I’m trying again. I’m hoping this new cable somehow isn’t stretched too, but I’m stumped at this point. Any advice is appreciated.

The procedure in the service manual says clips (plural) and the pic shows two arrows so I assumed there might be two. If the shifter cable is solidly attached to the bracket so that the outer sheath doesn't move, only the inner cable should move. Have someone watch that the outer sheath isn't also moving when you shift. If only the inner cable is moving, you should have the full range at each end unless there is a break in the inner cable.

I’ll try that tomorrow, I’m not sure what else it could be. It’s routed the exact same way, clipped in the same spots. Weirdest thing is if I remove the cable from the bracket on the shifter side, it shifts normally from Park to Drive, but won’t shift back to Park(the entire cable moves rather than shifting). Thought this meant there was a kink or a problem with the grommet but I don’t know. I’m hoping the cable isn’t damaged considering it’s brand new
