How to replace front brake rotors and pads on a Dodge Dart

That chart is from the FSM. If there are one time use fasteners, there would be a comment saying so in the comments column. The procedure would also say something about not re-using a particular fastener. Since neither the chart nor the procedure say otherwise, go ahead and re-use any of those bolts in that torque spec chart.

There is no plastic ring. The center bore of the oem rims (wheels) fits snugly directly on the hub.
If you have aftermarket wheels, the center bore of your wheels may be more than 65.1 mm. I believe there are adapters that are available.
 
That's not a plastic ring. It may be the angle the pic was taken and it's just the outside edge of the hub.
 
If you have a different, larger than 65.1 mm center bore on your aftermarket wheels, then you should use the correct adapter. Measure the center bore with a digital caliper so you get the correct size. The one in your RockAuto link has an outside diameter of 73 mm.
If you have stock oem wheels with the 65.1 mm center bore than you do not need any adapters.
 
There are 19.5 mm impact sockets especially made for swollen lug bolts. Search eBay and amazon.
 
The caps probably look better than what's underneath if there's been rust that caused the swelling. Aftermarket lug bolts get rusty after a few years. I have the same type of capped lugs on my Neons and they are original and not swollen. I smear a thin layer of grease at the interface of the steel nut and the stainless cap. Water doesn't get in and they don't swell. My Darts lugs so far have not swollen.
