While replacing my PCM, the plastic cover that secures the connector shattered. (Blue side, green came off with ease). Without this the pins dont make good contact and the car will not work. Is there any way to replace this??? I have found a used one on ebay, but would have to splice each wire. Is there another way? Thanks for any tips!

You should be able to remove each wire indivually from the connector and then replace each wire in the replacement connector. There is a release tab for each wire. Always use a spray lube on a connector before trying to disconnect it. There's a Mopar connector site that has the connector pinouts.
Check your local self serve junkyard for a wrecked Dart, should be inexpensive.

Here is a link that shows how to disassemble a PCM connector for a Neon. It's not all that different for a Dart. You do not need to splice every wire.

You don't need the lever. Just stick small flat heads in slots on the end.
And shimmy, and push clip down and the plastic slides that's are still there will lock it down without the lever
