Is there a way to reprogram a rfh module without going to a dealer once replaced 2015 dodge dart?

According to the FSM as posted above, there is a rolling PIN that only lasts 12 hours. I have never done this and I'm not sure if anyone here has done it. Other FCA vehicles like Ram have had members successfully replace the RFHM. Do you at least have alfaOBD and the OBDLinkMX bluetooth scanner? You at least need the PIN for the SKIM part of the FOB. I believe the rolling PIN is for the RKE portion of the FOB.

No i dont have any of these scanners. I have a regular obd scanner but I dont think it can do this.
