Today I put my new-to-me 2016 Dart SXT up on a lift. In the back floor between the GIGANTIC muffler and the back bumper were 3 threaded studs and some oval plastic pieces. Not knowing what these things look like, it looks to me like there is something missing?

Yes, you are missing the rear bumper splash shield. Visit your local self serve you pull junkyard and pull one for yourself. Get the fasteners as well.
