I was wondering If a tire/wheel combo can be fitted on the GT which is 17" or even 16". Stock is 18". Winter tires and steel wheels are my main concern. I had a 2008 Dodge Caliber R/T with 18" rims that could not go smaller because the R/T brakes were so large. Is the Dart GT the same case?

You can use any rims form any dart trim 16" 17" 18"

the jump from 17's to 16's isn't substantial enough to throw anything off:

I just ran the calculator for the 18 inch tires and it came up with 64.46 mph.

This works because of the change of sidewall height. Smaller wheels and taller sidewalls = essentially the same rolling radius.

These are the 16" wheels I picked up from Tire rack for our GT's winter tires.
Those look pretty nice, What brand and model?

Yes, Dodge used tire and wheel combinations that were close enough in total diameter that they could use 16", 17", and 18" wheels with the same speedometer calibration.
