Even with these plugs gapped at .023" instead of the .020" they come at once it get colder then 70 degrees outside they act up and dont like to fire correctly... The minute i switch back to the OEM NGKs it goes right back to normal...

I've had these plugs in 40 degree weather and not had any issues. Mine are gapped at .020.

Probably, although it's difficult to quantify. I would say that if you go at full throttle up to redline once a day or so, it's going to be fine.

      Yeah, that's right... my bad!
@Buddersnaps I'm not saying they will not work, but they tend to lug or not fire correctly which is not a problem but will get aggravating if you tend to coast more often then not... it would happen to me when I would be around 2500 rpm it would hesitate and lurch...

The OAT isn't really a relevant factor here. Except of course in the sense that in colder temps you are further away from knock and may not need the extra insurance from a colder plug. As far as the plug itself is concerned, it doesn't care if it's 100F outside or 30F outside, that difference is nothing compared to the conditions where the spark plug lives.
